Spatial flood-risk management entails two aspects: first, it manifests a catchment-based approach to flood risks across the different spatial areas, and it embodies the relevance of addressing land comprehensively in flood-risk management. Therefore, this contribution discusses the challenges of spatial flood risk management in three areas within a catchment, namely, decentralised water retention in the hinterland, flood retention in polders or washlands, and resilient cities from three notions of land, i.e. environmental conditions, socio-political contexts and stakeholders and interests. Three conclusions can be drawn: For spatial flood risk management the small scale is highly relevant, sufficient financing for implementing flood storage measures need to be complement by additional means such as land policies, and spatial flood risk management needs more time to get landowners on board.
