Pandemie covidu-19 a vládní protiepidemická opatření ovlivňují osobní, rodinný a pracovní život české populace od března 2020. Rodiny sólo rodičů, které podle posledních doposud dostupných dat ze sčítání lidu, domů a bytů z roku 2011 představují čtvrtinu všech rodin se závislými dětmi, se v tomto ohledu řadí k nejzranitelnějším skupinám, neboť jejich finanční a materiální situace vykazuje i v bezkrizovém období horší parametry ve srovnání například s rodinami úplnými, obtížnější je pro ně také skloubení pracovních závazků s péčí o děti. Cílem knihy je zmapování dopadů pandemie na život sólo rodičů a jejich rodin, a to zejména v období od března 2020 do března 2021. Sledováno je uspořádání péče o děti a míra styku dítěte s druhým rodičem a případné změny v této oblasti v důsledku pandemie. Samostatná pozornost je věnována distančnímu vzdělávání, které se stalo nutnou realitou při výuce dětí, a s tím spojeným potížím. Poměrně značné byly dopady pandemie na výdělečnou činnost sólo rodičů, které byly diferencovány podle sociálně-ekonomického postavení rodiče či typu vykonávané pracovní činnosti. Východiskem z nastalé situace byla často práce z domova, ale i čerpání ošetřovného na dítě, s jehož pobíráním však mezi sólo rodiči ne vždy panovala spokojenost. Dalším průvodním jevem pandemie je zhoršení finanční situace u části samoživitelů, ale také jejich rostoucí obavy z dalšího nepříznivého vývoje ekonomických podmínek, navíc v konČtextu růstu cen a migrační krize na jaře 2022. Nejhůře však pandemie působila na osobní život sólo rodičů, potažmo pocit životní pohody a spokojenosti. Zvýšené nároky kladla pandemie také na sladění jejich pracovních a rodinných záležitostí. Dotkla se však i poskytované neformální pomoci, sólo rodiči často využívané, jejíž dostupnost během prvního roku pandemie klesla. Využití pomoci ze strany odborníků je mezi sólo rodiči stále poměrně malé, za čímž převážně stojí jak nízké povědomí o odborných podpůrných službách, tak zároveň snaha řešit své záležitosti vlastními silami. Celkový obraz o životě sólo rodičů doplňuje jejich reflexe státní podpory (neúplných) rodin s dětmi, vnímání klimatu ve společnosti ve vztahu k samoživitelům a podněty pro nastavení podpůrných opatření. Studie je jedním z hlavních výstupů projektu "Dopady pandemie COVID-19 na sólo rodiče", který byl realizován od prosince 2020 do května 2022 s finanční podporou Technologické agentury ČR. Výsledky se opírají převážně o kvantitativní sociologické šetření, avšak doplňující podstatnou součástí jsou rovněž hloubkové rozhovory. Předkládaná kniha popisuje nejen život sólo rodičů a jejich dětí v celé šíři životních oblastí během pandemie, má také potenciál být podkladem pro koncepční činnost MPSV a oporou pro praxi dalších aktérů, například neziskových organizací pracujících se sólo rodiči.

Impacts of the COVID-19 Pandemic on Single Parents

The Covid-19 pandemic and the governmentĺs anti-epidemic measures affected the personal, family and working lives of the Czech population from March 2020. Single parent families which, according to the latest available data taken from the 2011 housing census, represent a quarter of all families with dependent children, rank among the most vulnerable groups in terms of the impact of the anti-epidemic measures since their financial and material situations are subject to worse parameters even in crisis-free periods than e.g. two parents families; moreover, it is also more difficult for such parents to combine their work commitments with their childcare responsibilities. The aim of the book is to map the impact of the pandemic on the lives of single parents and their families, especially in the period from March 2020 to March 2021. The publication monitors the organisation of childcare and the level of contact between the child and the other parent, as well as changes in this respect as a result of the pandemic. Particular attention is devoted to distance education, which became a necessary reality with respect to the schooling of children, and the difficulties associated with this form of learning. The effects of the pandemic on the working regime of single parents were also significant, the extent to which depended largely on the socio-economic status of the parent and the type of work performed. The solution was often to work from home or to claim the child care allowance, the receipt of which, however, was not always satisfied by solo parents. A further accompanying phenomenon of the pandemic concerned the deterioration of the financial situation of certain groups of single parents, accompanied by their growing concern about the further unfavourable development of economic conditions, which was further exacerbated by rising prices and the migration crisis in the spring of 2022. However, the pandemic exerted the most serious impact on the personal lives of single parents, i.e. in terms of their well-being and overall satisfaction. The pandemic also placed increased demands on the reconciliation of their work and family lives, which was affected by the limited availability of informal support, which is often used by single parents, the availability of which decreased during the first year of the pandemic. The use of professional services is still relatively low among single parents due mainly to a generally low level of awareness of the availability of professional support services and their preference to solve their own problems. The overall picture of the lives of single parents is supplemented by their reflections on state support for (single parent) families with children, their perceptions of the social climate in relation to single parents and suggestions for the setting up of support measures. The study comprises one of the main outputs of the Impact of the Covid-19 pandemic on single parents project, which was conducted from December 2020 to May 2022 with financial support from the Technology Agency of the Czech Republic. The results are based mainly on quantitative sociological research supplemented by in-depth interviews. The reviewed book not only describes the lives of single parents and their children in relation to a wide range of life areas during the pandemic, but also has the potential to form the basis for the conducting of conceptual research by the Ministry of Labour and Social Affairs as well as support information for the various other actors involved, e.g. non-profit organisations that work with single parents.
