Rather expressive dichotomy exists in a present discussion on the subsidiarity: the subsidiarity is treated as an instrument of regionalization (decentralization) and conversely as the instrument of federalization (centralization). Subsidiarity like theinstrument of the regionalization is defined and designed to strengthen independence and a responsibility of local governments and interest groups. Despite of this fact the subsidiarity can lead to the strengthening of the expenditure and decision rulesof the EU center. The paper concludes arguments and objections of both of the sides and tries to answer the research question: Can the subsidiarity as the instrument of regionalization support EU federalization?
