The following paper deals with the distribution of information during crisis situations that require quick delivery of the warning message in encrypted form to civilians. Thanks to encryption, transmitted information will reach only targeted vulnerable areas while making it basically inaccessible for the others. In order to cover also the other regions, another encrypted warning message with different content may be sent that would be again available exclusively to these remaining areas.
