Rozbití Československa a zřízení Protektorátu Čechy a Morava nacistickým Německem v březnu 1939 přineslo mimo jiné výrazné zásahy do správního systému. Vznikly úřady oberlandrátů, spravované oberlandráty, které představovaly orgány prvního stupně pro německé občany a vykonávaly kontrolní funkci vůči obecním a okresním úřadům v protektorátu. Kromě historického úvodu, který se zabývá vývojem oberlandrátů v systému okupační správy protektorátu a charakteristikou osob stojících v čele těchto úřadů, je jádrem práce encyklopedie s životopisy 53 oberlandrátů. Důležitou součástí publikace je doprovodná edice dokumentů.

The breakup of Czechoslovakia and the establishment of the Protectorate of Bohemia and Moravia by Nazi Germany in March 1939 brought, among other things, significant interventions in the administrative system. Oberlandrat offices were established, administered by Oberlandrats, which were the first-level authorities for German citizens and performed a control function vis-à-vis municipal and district authorities in the protectorate. In addition to the historical introduction, which deals with the development of Oberlandrats in the protectorate‘s occupation administration system and the characteristics of the persons heading these offices, the core of the work is an encyclopedia with the biographies of 53 Oberlandrats. An important part of the publication is the accompanying edition of documents.
