    The COVID19 pandemic has been ravaging the world since late 2019 and early 2020. The original start of the outbreak that led to the pandemic is questioned and continuously being investigated. However, the first confirmed case was detected in China in December 2019. Subsequently, the first wave of the pandemic has passed in many countries, and numerous nations are now experiencing the second wave of the COVID19 pandemic. During the first wave, the combat against the COVID19 pandemic was a combination of the following non-pharmaceutical interventions: health promotion and strict adherence to personal hygiene and sneezing etiquette, first voluntary and then/now compulsory social/physical distancing and the wearing of cloth face masks, as well as restrictions on the movement of 1/3 of the world’s population. The focus of this paper is on the last measure, i.e. the limitations of the movement of the population around the globe. This measure has been referred to as a lockdown, or in more generalised terms, it is cordon sanitaire. Cordon sanitaire has been around as a very crude public health measure for several centuries. In the current context of COVID19, the legal and ethical justification is derived from the United Nations’ International Covenant on Civil and Political Rights and the Siracusa Principles, derived from the said Covenant. The current paper will provide an analysis of the bioethical and disaster management implications of cordon sanitaire on the human population.
