In the EU the new rules for capital adequacy that would correspond to Basel II requirements are presently being prepared. But the Basel committee is still working on Basel II recommendations and new rules are not expected until the end of 2003. One of the most essential questions for the banking sector is if the adoption of Basel II will require more capital in banks and how it will influence the competitiveness among banks. Some of these issues are discussed in this paper.
