    Assessment of municipal preparedness for flood risk within the crisis management system

    Floods are among the most common natural disasters in Slovakia, often causing extensive material damage and posing a serious threat to human lives. Given their frequency and potential negative consequences, it is essential for municipalities to have an effective flood risk management system in place. Municipal preparedness for flood management is a key factor in minimizing damage and involves various measures, such as the implementation of an early warning system, the development of evacuation plans, systematic public education, and the preparation of mandatory crisis management documentation. Additionally, coordination between local governments, state institutions, and other relevant stakeholders is crucial. This article focuses on analyzing current legal regulations and mandatory documents related to flood protection in Slovakia. It also presents the results of a survey conducted in a selected municipality to assess the preparedness level of its residents for floods. The analysis includes a statistical evaluation of flood occurrences in Slovakia between 2013 and 2024, providing a better understanding of trends and the identification of high-risk areas. Based on collected data and residents' opinions, the article proposes specific measures to enhance municipal flood preparedness. The research findings indicate that a combination of systematic planning, education, and effective collaboration between relevant entities can significantly contribute to improving flood management and strengthening public protection.
