The article deals with guarantees of human rights in relation to the responsibility of the state for protection of citizens against serious crime. The problem of serious transnational crime and also the question of acceptable extent of extraordinary measures needed in order to investigate serious forms of crime that may impair the protected civil rights and privacy of citizens have been analysed.
