An explicit recognition of the link between the shape of a polity and its external environment has been largely missing in the discussions about the European Union (EU) reforms. This article examines the language of the European Security Strategy, from 2003, which is a key document of the EU?s conceptual thought in the area. It raises three questions with respect to it. First, what is the constitutional shape of the EU implied in the discourse? Second, what kind of international system and what kind ofexternal challenges are addressed there? Third, how do these two discursive constructions (i.e. the EU as a unit and its environment) match?
