This event which took place in cooperation with Friedrich-Ebert-Stiftung tried to answer the questions: What are the perspectives on Putin's fourth presidency? How should relations between the European Union and Russia be further developed? In 2018 Vladimir Putin has been re-elected as Russian president for the fourth time by gaining more than 76% of the vote. However, the widely accepted president will have to deal with economic stagnation and growing popular discontent internally and with continued isolation internationally. Conflict solution in Ukraine, economic reforms plus renewed co-operation with and technology transfer from the West could be one response by Putin 4.0. Alternatively, he can respond by continued mobilisation of the Russian public with the help of militant rhetoric (“Russia as a beleaguered fortress”, fight against “internal enemies”) and by aggressive action abroad (hybrid war in Ukraine, more subtle dividing policy of the European Union and the West in general).
