A cosmopolitan theory for space policy and governance
Popis výsledku v původním jazyce
Cosmopolitan ideas have been here for centuries and have influenced certain political decisions on various levels, despite the word “cosmopolitan” not being used as frequently as the influence of its ideas. First, the physical characteristics of space are unique and create an environment with potential to fulfil the cosmopolitan moral ideas: equality, universality, and generality. Secondly, we have witnessed decades of cooperation in space on the basis of bringing more benefits to all, particularly in the field of scientific progress. Thirdly, cosmopolitan ideas are embodied in the Outer Space Treaty (OST). This chapter introduces the main principles of cosmopolitan theory and shows its current role in various space policies and issues being discussed in the space community for the forthcoming future in light of the three aforementioned drivers. It shows how cosmopolitanism provides answers on how to govern large technical systems needed for practical applications, such as orbital debris removal or laser propulsion, how to govern colonies in space, or how to develop policies for global security issues emanating from space. The chapter also elaborates on criticism from realist thought or from other theoretical angles portraying cosmopolitanism as naïve idealism. In the final part, the debate about a future possible cosmopolitan regime is introduced though the examples of space mining and the colonising of near space.
