Following the end of the World War I and Paris Peace Conference Britain tried to define its view on the question of collective security. The British politicians were aware of the problems of the Versailles system and were keen to strengthen British security. However the London's representatives were not united in an opinion how to establish new system of international relations which would secure British position and enable peace development in Europe. A lot of British politicians were not willing to commit Britain to some sort of alliance or guarantee the existence of new (successor) states in Europe (such as Czechoslovakia or Poland). The result of heated debates in the government and of British diplomacy was the Locarno treaty which in the eyes of London should secure peace in Europe. As a consequence Britain partially withdrew from European policy in the period 1925-1929.
