The Young Turk revolution in July 1908 had an important impact on the balance of power in the Eastern Question. Austria-Hungary had to adjust its policy to the new situation. The most serious problem for Vienna was the status of the occupied provinces ofBosnia and Herzegovina. Vienna therefore decided to annex them. This led to a grave international crisis concearning not only Austro-Ottoman relations but also the attitude of other Great Powers towards Vienna. In the autumn 1908 Istanbul challenged Vienna by a boycott of Austrian goods. Austria-Hungary proved unable to break this Ottoman opposition and decided therefore to a policy of financial compensations. Both states came to an agreement in Janury 1909. This considerably helped Austria-Hungary toovercome the Bosnian annexions crisis on the international scene.
