We look at radiation protection as an example of a field where both cost-benefit and cost-effectiveness analysis have been applied, but the main aim of this paper is not to critique the recommendations of the ICRP regarding its use of the two methods. More generally, we are interested in the ethical values underlying one or the other, and we hope to show that although both apply some kind of "dollars perlife" calculation, they are fundamentally different in terms of those values.
