The global atmosphere can be considered a public good with the possibility of a ‘free-riding’ problem. The free-rider problem in the case of climate change means that countries try to avoid costly emission reductions whilst enjoying the benefit of an improved climate problem from others who reduce emissions properly. This problem must be solved from the perspective of a global climate policy. Europe wants to play a strategic role in reducing greenhouse gas (GHG) emissions. This chapter seeks to reveal if there exist the potential free riders within EU countries as regards to fulfilling the Paris Agreement of the UN Framework Convention on Climate Change (UNFCCC). The EU has a specific approach to fulfil international climate acts. Both the Kyoto Protocol and the Paris Agreement were signed with one common commitment for the whole EU, but at different levels of obligations for each EU member state. For purposes of this chapter, the 28 EU countries were divided into three groups (G1—G3) according to GDP per capita in USD, in order to show the purchasing power parity. The aim of the calculation was to reveal costs of one ton of CO2 reduction, connected to the replacement of non-renewable resources by renewable resources for each group of countries. A specific model of calculation was used – a modified Cobb-Douglas production function where z = emissions, x = non-renewable energy inputs and y = renewable energy inputs. The calculation revealed that the G1 group of countries with the lowest GDP per capita seemed to be free riders. But in the case of the EU, the principle of solidarity is applied. It means that countries with a low GDP are allowed to have some exceptions as regards the time allowed for the fulfilment of common obligations. The reason for such a situation is embedded in Cohesion policy according to it all regions and countries ought to achieve the same level of economic prosperity.
