Dizertační práce se zabývá problematikou targetingu a jeho realizací v procesech plánování a řízení společných operací v podmínkách AČR. Objasňuje teoretická východiska, základní terminologii a principy targetingu. S využitím vybraných analytických metod hodnotí současný stav implementace targetingu v teorii a praxi AČR. Pomocí funkčního stromu a důsledným rozpracováním jeho místa v hierarchii oblastí a skupin procesů, až do úrovně činností, je zvýrazněno postavení targetingu v jednotlivých fázích plánování a vedení operací na operační úrovni. V návrhové části práce je objasněn možný způsob provázání a harmonizace procesu targetingu s rozhodovacím procesem při plánování a řízení operací. Je rozpracován návrh úpravy systému velení a řízení doplněním míst velení o prvky, odpovědné za plánování a řízení targetingu. S tím souvisí i vytvoření nových organizačních struktur targetingu na operačně-strategickém stupni, které by poskytovaly podporu všem stupňům velení v oblasti targetingu. Dále je navržen také možný způsob přípravy vojenského personálu, působícího v oblasti targetingu. Při formulaci předkládaných návrhů jsou brána v úvahu rovněž rizika, která mohou ohrozit realizaci procesu targetingu a jsou uvedeny možnosti snížení jejich úrovně na akceptovatelnou míru. Výsledky práce mohou být využity jako podklady pro zpracování koncepce targetingu a optimalizaci systémů velení a řízení na všech stupních. Dále pro další rozvoj a zefektivnění metod a forem odborné přípravy skupin targetingu. V závěru práce jsou představeny návrhy a doporučení pro další rozvoj vojenské vědy, vzdělávání a vojenskou praxi.

Planning and control of targeting in operations in the conditions of the Armed Forces of the Czech Republic

The dissertation thesis deals with the issue of targeting and its realization in the planning process and control of joint operations in the Armed Forces of the Czech Republic. It clarifies the theoretical background, the basic terminology and the principles of targeting. It evaluates the current state of implementation of the targeting process in theory and practice of the Armed Forces of the Czech Republic using selected analytical methods. Using a functional tree together with a thorough elaboration of its place in the hierarchy of the area of processes, process groups and single processes up to activity level, the positioning of the targeting in the various phases of planning and performing operations at the operational level is highlighted. In the design part, the thesis clarifies a possible way of connecting and harmonizing the process of targeting with the decision process during the planning and conducting of operations. Elaborated upon is a suggestion of revision of the system of command and control by the addition of elements responsible for the planning and conducting of targeting. It also suggests the creation of new organizational structures for targeting at an operational / strategic level that would provide support to all headquarters in the field of targeting. Furthermore, the thesis suggests a possible way of training military personnel in the field of targeting. Possible risks which may impede or halt the realization of the process of targeting are taken into account during the formulation of presented suggestions. Possible ways of reducing these risks to an acceptable level are presented. The findings of the thesis can be used as a basis for the elaboration of the Targeting Concept and for optimization of systems of command and control on all levels. Also for further development and streamlining of methods and forms of training of targeting groups. The final part of the dissertation introduces suggestions and recommendations for further development of military science, military education and military practice.
