Information technologies help to deal with crisis situations on all levels of command and control, from fire brigades and rescue units up to state and international level, each subject usually having its own proprietary information system. But when the crisis situation exceeds the ability and the boundaries of the subject then it is necessary to request help, provide information and cooperate with other subjects. However interoperability of information systems in crisis management is usually a science fiction. Information systems are not prepared for interoperability, data has non compatible format, different database types, no standardisation. However there is a good example where interoperability is a must and provided for many years - military operations. Adopting and adjusting the rules from military information systems to civil crisis management conditions is the easiest way how to achieve interoperability.
