This essay concerns with problem of economic management in conditions of public sector and namely armed forces. The aim of this essay is description of basic reasons for inappropriate allocation of public resources and simultaneously expression of factors which are able to improve effectiveness, economy and efficiency of public sector organizations. The most important factor is management system namely economic management. Its implementation into public sector and armed forces condition enables the managers to evaluate economic performance of public sector organizations generally and activities of military units similarly. The essay shows the logical model of economic management that mixes budgetary process phases with constituent management functions. Carrying elements of this model are annual cost plan of the organization based on really determined tasks for organization and set of selected economic indicators for evaluation economic activity of organization.
