Research of Strategic Analysis Realisation in the Defence Department of the Czech Republic

The article presents an introduction of a research project: “Strategic Analysis Methods applicable within the Defence Department of the Czech Republic” which is to be carried out between 2016 and 2020 at the University of Defence in Brno. The area in focus is the utilisation of the strategic analysis methods while creating strategic documents in the Defence Department of the Czech Republic. The article includes a brief description of current knowledge within strategic analysis, and summarizes key conclusions of the previous research. The major objectives and research project questions are introduced and commented on. Then the research methodology is explained, and expected outcomes and benefits are addressed. The issue of strategic analysis within the Defence Department was partially researched in terms of a project that focused on decision making in 2012 - 2015. The findings revealed that the usual methods of strategic analysis are scarcely used in the Department, and if they are, it is in a non-standardised way. The usage of the methods are neither explicitly defined nor required in any binding regulation. Based on the conclusions, the realisation of strategic analysis in the Department cannot be considered optimal. Based on the formulated assumptions, the objective of the subsequent research has been defined as follows: propose methods of strategic analysis of external and internal environment, including procedures of their application for strategic analysis when processing strategic documents. The partial objectives/phases of the research include an identification of deficiencies and problematic areas within the use of strategic analysis methods, comparison of strategic documents with similar documents of public administration in the Czech Republic and NATO, proposal for appropriate methods for processing strategic documents and proposal to recommend a realisation and application of the proposed methods of strategic analysis.
