Modelling and Simulation as a Service (MSaaS) is a new approach being explored by NATO Science and Technology Organization (STO) Modelling & Simulation Group (MSG) Panel for a permanently available, flexible, service-based eco-system to provide more cost effective availability of Modelling and Simulation (M&S) products, data and processes to a large number of users on-demand. The MSG 136 Research Task Group is working on the development of the implementation of this ecosystem, defining policies, stakeholders' roles, services and reference architecture. Such an approach can be used to make available to a large audience M&S applications, which will be otherwise not accessible or affordable. The service approach can be viewed and defined from various aspects. While a technical approach focuses on a technical concept of M&S as a Service, covering reference architecture, reference services and reference engineering process and its view is “M&S as a Service (MSaaS) is an enterprise-level architecture for discovery, orchestration, deployment, delivery and management of M&S services”, from a user's point of view “M&S as a Service (MSaaS) is a means of delivering value to customers to enable or support modelling and simulation (M&S) user applications and capabilities as well as to provide associated data on demand without the ownership of specific costs and risks.” The University of Defence of the Czech Republic and the NATO M&S Centre of Excellence are investigating and proposing an approach to contribute to the development of the MSaaS Operational Concept Document from an end user perspective. The paper proposes a definition of M&S software as a Service (MSSaaS), M&S Platform as a Service (MSPaaS), M&S Infrastructure as a Service (MSIaaS) to introduce new roles and new business connections as they appeared within MSaaS framework in addition to those defined in NATO Modelling and Simulation Master Plan (NMSMP).
