Current time and modern technology brings new security risks. Although the situation in the Czech Republic is currently stable, the risks and threats are not disappearing and it is necessary to prepare for them. The chapter deals with the issue of soft targets, in relation to contemporary terrorism. In order to eliminate the threats of terrorist attacks and their impact on human activities, it is necessary to increase the crisis preparedness of the public administration for this extraordinary event (hereinafter also “emergency”). For the elaboration of emergency plans, it is necessary to perform an analysis of the all subject’s possibilities for the needs of dealing with an emergency, verification of the possibilities of emergency communication and the ability to respond to an emergency. Verification of the ability to react is carried out through risk analysis, processing of planning documentation and subsequent practical exercises of the emergency management, who is involved.
