According to available definitions, a soft target is a location that combines high vulnerability with a low level of protection. Such a general definition, however, cannot be used to determine whether an object is a soft target or not. The aim of this chapter is to propose a procedure for group-specific risk assessment of soft targets. Risk of terrorist attack against each type of soft target was calculated based on the relative frequency of incidents and relative number of casualties per attack. The suggested procedure was tested using data on 390 cases of terrorist attacks aimed against soft targets in the European Union from the years 2000 to 2019. The chapter is a revision and extension of the previously published article Soft Targets: Definition and Identification (Zeman in Acad Appl Res Mil Public Manag Sci 19(1):109–119, 2020).
