Der Aufsatz beschäftigt sich mit der Stellung und Aufgaben der jüdischen Kultusgemeinden als Verwaltungseinheiten auf dem Gebiet des Protektorats Böhmen und Mähren zur Zeit des 2. Weltkriegs, bis zum Ende der Massendeportationen im Sommer 1943. Er analysiert die Handlungsspielräume der Gemeindemitarbeiter und die Behörden sowie Einzelnen, mit denen sie zu tun hatten. Er beschäftigt sich auch mit der Rolle der jüdischen Gemeinden bei der Verwaltung der jüdischen Angelegenheiten.
