Rationale and Historical Support to Agriculture in Canada

This study presents a comprehensive analysis of the rationale for intervention into Canadian agriculture and government support to Canadian agricultural. The rationale for intervention is discussed as related to both efficiency and equity considerations.Efficiency considerations include: public goods, externalities, countervail for market power and asymmetric information. Support to Canadian agriculture presents evidence of direct support and support through market development and return to research studies. Several different aspects of support to Canadian agriculture are presented, including producers subsidy equivalents, rates of stabilization, rates of income enhancement, rates of return to investments into agriculture, capitalization of governmentpayments into agricultural land. Much of the discussion is by commodity. The results suggest that direct government intervention into Canadian agriculture has been increasing over time but that there is a wide variation across commoditie
