Digital transformation (DT) of public administration entails major socio-technical and political changes to deliver positive, tangible changes in peoples' lives. Delivering the outcomes of the DT projects becomes increasingly difficult to manage as factors of organizational structuring, technologies, and innovation efforts play role. As the DT strategies are developed at the national level, little is known about how these strategies are adopted and implemented at the regional and local levels of government. We present a case based on a survey in two local municipalities and two regions in the Czech Republic. While municipalities reported a much higher number of specific and partial goals of DT, the regional administration offices about half of the risks and twice more strategic intentions than the municipalities. DT planning and implementation creates a knowledge and skills gap between local, regional, and national levels of public administration. Further research is needed on the barriers and challenges of DT at the lower levels of public administration.
