In November 2018, the European Commission initiated a new phase of EOSC governance at an official launch in Vienna under the Austrian Presidency.1 It convened an Expert Group of eleven stakeholder representatives and individual experts to act as an EOSC Executive Board2 and a Governance Board representing delegates from all Member States and Associated Countries.3 These two Boards were intended to collectively steer the implementation of activity delivered by EU-funded projects, national initiatives and other activities from the extended coalition of the doers.
