Die Studie analysiert das Thema der ethnischen Situation in zwei Nebenländern der böhmischen Krone, also in Mähren und in Österreichisch-Schlesien, in letzten sechzig Jahren der Existenz der Habsburgermonarchie. Zuerst bringt sie einige statistische Angaben und charakterisiert die geographische Lage des tschechischen, deutschen und polnischen Ethnikons in beiden Ländern und die ethnische Zusammensetzung dortigen Städten. Der Kern der Studie betrifft die Problematik der Nationalitätenkonflikte auf der Kommunalebene einschließlich des Schulwesens.
