The article deals with sustainable spatial form of small settlements in morphologically varied environment of the Czech Republic. It tries to define its fundamental elements and describe the basic aspects of its sustainability. Urban user does not have to be defined by its (human or any other) nature, but by actuality and by being able to point to it, so it can be accepted that the position of urban user is not only human, but also "climate change" ". This view allows us to grasp urbanism in a more material way, in which the boundary is clearly defined, in which it is appropriate to leave planning to the central public administration and where it is appropriate to develop currently progressive concepts of urban space individualization, participation, etc. The thesis deals with the question whether it is possible to create a concept of systemic spatial planning based on the available planning theories, in which the basic sustainable urban form of small towns based on topography and fundamental elements of urban structure would be highlighted. A case study showing a possible application is the RP1-Hospital Regulatory Plan; Uherske Hradigte. The thesis does not find exact answers to these questions, but elaborates on aspects of this issue. It also addresses the potential pitfalls of this approach, which is the risk of too sharp definitions of spatial elements and the risks in the social field. The basic spatial unit is the neighborhood unit.
