Urban planning, development plan, urban studies, etc. are generally known terms from the field of architecture and urbanism in connection with urban and development planning. These are legally precisely defined tools, which in practice, however, very often encounter little flexibility, associated with their long-term validity, when they are often unable to respond effectively and flexibly to the specific requirements that come with life. The urban project as an effective tool for urban planning originated in the 1990s in Spain in connection with the planning of the Olympic Games in Barcelona, when many cities (Barcelona, Seville, etc.) had to face enor- mous pressure from developers and when it was necessary to find effective tools to keep the pressures and associated investments under control and at the same time use them effectively not only for the benefit of developers, but above all and above all for the benefit of the cities themselves and their public spaces. Last but not least, the theory of chaos also contributed to this phenomenon, which also significantly affected the understanding of the approach to urban planning.
