Each democratic state ensures protection of established estates having material and immaterial characteristics by a system of governmental and non-governmental organs and institutions. Significant element of security systems of European but also other countries are private security services which replace private security sector. Foreign states have already began the process of security privatization twenty years ago. The Czech Republic is devoting itself to this issue shortly and for the time being, mainly at the level of professional theoretical discussions.
