Early Warning of Flash Floods Based on the Weather Radar

Recently running climate changes have resulted in an increased incidence of natural phenomenon that can adversely affect the life of people - so called flash floods. A typical characteristic of these floods is their very rapid onset, relatively short peak and rapid retreat. This short period varies and might range somewhere between few minutes up to one hour. In addition, these flash floods often affect areas without recent precipitations. The research is focused on the heavy rain indication in risk areas and on the heavy rain outflow trajectory assessment to give an early warning to the threatened areas. The developed method is based on the weather radar data processing and detection of heavy rainfall in the affected area. The results are presented on the example of the flash flood which badly striked the village of Jesenik nad Odrou in 2009. If our procedure had been available at that time, its application could have prevented or at least reduced the number of fatalities. In the future, it is expected that our proposed approach will be integrated into the system Floreon+, which is used to predict floods in the Moravian-Silesian Region in the Czech Republic.
