This article presents the main program items of strategic plan on development of Katowice (Poland) and Ostrava (Czech Republic), connected by historically similar industrial fate. Both cities are located (even if only part of Ostrava) in the region of Upper Silesia and are in many fields (especially in tourism) allies and rivals. The text also briefly describes the major part of the content of development strategy consisting of draft priorities and measures in tourism development. We start here from the SWOT analysis (Strengths, Weaknesses, Opportunities, Threats), which is a set of strengths, weaknesses, opportunities and threats for the development of tourism in both cities. As an example of industrial heritage use, significant technical monuments associated with underground mining of coal and heavy industry, which is still the most important hallmark in the Upper Silesian region industry are indicated here. Thanks to its rich industrial past, both cities have many interesting places and buildings, which currently have fully served the tourist industry.
