Based on the previous work a new formula for socio - economic potential (S-E-potential) of the regions is proposed and applied to the NUTS3 regions in the Czech Republic. The new concept is compared with the concepts known from the literature. Using thereal data and multi - criteria approach based on Analytic Hierarchy Process (AHP) and pair-wise comparisons the socio - economic impact on the Moravia-Silesia region is investigated.
