Transformations of the societies of Central East Europe force us to re-evaluate the traditional approaches to the functional structure and the way of performance of public administration. One can contemplate a distinct need for the growth of the competitiveness at both private and public levels. Rationalisation strategies that alter the administrative structures and the way of performance of public services are directed towards the efficiency of the municipality. The final quality of municipal product plays a key role in this context.The concept of municipal product incorporates several traditional economic approaches inherent to the private sector into the performance of public administration. Citizen is thus perceived as a demand side and public administration as a supply side. Elements of marketing mix are applied to the municipal product as well. Several conceptions, such as Tilburg model represent examples of happy stories: declines of cities and regions were replaced by prosperit
