At the beginning of the 21st century, regions of the Czech Republic became framed by re-established regional arrangement. Functioning of regions and municipalities in the new territorial structure in the framework of the EU member state brings the need of the new quality of their managements. The basic premise of the increase in the quality of regional and municipal management is the growth of its professionalism consisting namely in the application of strategic management and programming principles, enhancement of proficiency and complementary character of elected and professional managements and in real fulfillment of subsidiarity and partnership principles
