MERLINGO project (MEdia-rich Repository of LearnING Objects) based on the rich-media technologies application in the eLearning environment is aimed at the building of the central repository of multimedia learning objects in the distributed environment containing teachers? presentations accessible within the national academic computer network CESNET2. SWOT analysis of this project determined its future development and the MIN-MAX strategy of its progress was chosen (ie. minimization of weaknesses and maximization of opportunities). Rich-media technologies are used at the qualitative extension of provided services at specialized centers for the support of students with special needs mainly at the development of ?barrier-free? information access to records of presentations which are adapted to needs especially in students of locomotive, visual and aural disability. EduArt (Education Art) programming system is the new revolutionary product determined for realization of recordings based on
