Can electoral motives influence economic performance? Can electoral motives influence fiscal outcome? Are there systematic patterns in the fiscal policy variables (expenditure, revenue, deficits), which are caused by upcoming elections? This paper examines the presence of the conditional political business cycle and the conditional political budget cycle in the EU countries using data from all 28 member states over the period 1995 - 2013. The dynamic panel linear regression model is used in this article. Three important results emerge: First, there is not statistically the significant political-business cycle in the EU countries. Second, the political-business cycle apparently does not depend on credibility and transparency of fiscal institutions. Third, in the EU countries, however, exists a political-budget cycle, which is institutionally conditioned.
