Information and communication technologies are an inherent part of the contemporary world. They are gaining importance also in the European Union member countries as a means of electronic cultural participation. Cultural participation is an essential dimension and driving force for the development of cultural sector of every country. Nowadays, the Internet allows people to take part in cultural activities that were previously inconceivable and allows more participatory behaviour of the people. This paper is focused on the issue of electronic cultural participation in EU countries. The aim of this paper is to evaluate the state of electronic cultural participation in EU member countries. The evaluation is performed by the application of selected MCDM method - MAPPAC and by the usage of hierarchical clustering. In the result, the EU countries are ranked according to the state of electronic cultural participation and the groups of countries with similar usage of ICT for cultural purpose by citizens are created.
