The Role of Public Research and Development in EU Countries

Research, development and innovation hold a prominent position in national economies and the public sector. With respect to public research and development, the paper focuses on R&D of the government and higher-education sector. It aims to evaluate the role of public research and development in EU countries, with a particular focus on key indicators (public expenditures, researchers in the public sector, and the number of publications) in years 2010 and 2015. The results in most EU countries demonstrate a growing role of public research, an increase in public expenditures in R&D and a larger significance of the higher-education sector. Empirical research, which applies correlation analysis, deals with the evaluation of mutual relation of the public and the business enterprise research, using the example of expenditures and researchers in these sectors, and the evaluation of mutual relations of the public research with selected R&D indicators in EU countries in 2010 and 2015. The correlation analysis proved a strong, statistically significant correlation between researchers in the public sector and researchers in the business enterprise sector, researchers in the public sector and the number of scientific publications, and between researchers in the public sector and the number of citable publications in EU countries.
