Evaluation of Expenditures on Culture from the Budgets of the Regions of the Czech Republic

Publicly funded institutions at the regional level provide public services in culture not only for direct external users (visitors), but also for other activities. They fulfil, for example, societywide goals in the areas of science and research, education, public property management and ensure the preservation of the nation's cultural heritage. The aim of the paper is to evaluate the expenditures from the budget of the regions of the Czech Republic in the field of culture in the period 2014-2018. The results show the expenditures of individual regions of the Czech Republic in relative terms and to selected areas of culture (librarianship, theatre, museology) per capita. The results show that the average value of the ratio of total cultural expenditures of regions in relation to total actual expenditures increases over time. In 2018, regional expenditures reached 2.35% of the total budget, which in absolute terms represents an average of CZK 341.40 million, which each region of the Czech Republic invests in culture. The average amount of expenditure on culture per capita in 2018 was CZK 540.68 per capita and is growing over time. The growing trend of these values is indoubtedly a good signal for users of cultural services and the institutions themselves in the regions that provide services in the field of culture. The most comparable are the expenditures of regions per capita spent in the field of museology, followed by the field of librarianship, and the least comparable are the expenditures spent in the field of theatre. It is thus possible to state differences in the approach of regions in financing individual areas of culture.
