The chapter deals with the assessment of entitlement to additional housing benefit, material need assistance benefit, in connection with the evaluation of cases worthy of special consideration. The additional housing benefit is used to help households on zero or low incomes pay for the necessary housing costs (rent, energy, housing-related services). Cases worthy of special consideration are considered in situations where persons do not use a flat but a different dwelling for permanent living, and they are not entitled to housing allowance.
