Paper describes in the first part the role of GIS in relation to decision-making and expert systems, and its key elements. The second part describes our solution - an expert system for evaluation of ecological stability and function of the landscape, which is based on ArcGIS products and EMDS. Expert systems are computer programmes able to simulate actions of an expert in a particular field when solving complicated tasks. They are considered a sub-category of knowledge-bases systems. Spatial Decision Support Systems are closely related to knowledge-based and expert systems whose creation was possible due to artificial intelligence. Generally it is credited two basic roles in the process of decision support: a) GIS is used for better decision support, because it helps to collect, organize, analyse and properly visualize data that the user uses to solve the problem. The decision on the appropriateness of solutions can be used modelling alternative scenarios and then compare their critica
