The "Maximum Effort Rule" (MER) (formerly the "Honest Effort Rule" /HER/) is the unique regulation applied only in individual measured events of the Special Olympics (SO). The purpose of the rule has been to ensure fair play behaviour during the divisioning process. Athletes have to compete with maximum effort at all stages of the competition, both in the preliminaries and the final. The "HER" suggested to accept improvement between preliminary and final performance in 15 % difference . The rule was under strong discussion by SO coaches as disqualification of athletes could occur when breaking the rule. The recent MER engaged with Special Olympics International (SOI) in 2012 can permit broader variants related to sporting events and other circumstances. Arguments for the acceptance of the rule in athletics events are presented on the using of preliminary and final results measured at World, European and Czech SO games during the past 10 years.
