In Russian: Categories, such as stability and change, bring one to reflect on the functioning of various systems. In terms of social organisation, European history seems to be a model example. The diversity of geographical, economical, cultural and political factors during the last millennium has created situations of relative stability regularly followed by dynamic change. In comparison with other important civilisations such as China or India, the European political and jurisdictional landscape seemsto have been more dynamic. The tension between stability and change, amongst other factors, may have created a more favourable ground for fast development. The circulation and mobility of ideas and the exchange of best practices were part of the process.Such an environment might also have provided opportunities for considerable useful feedback (political, administrative and technological), transferable among European regions.
