Souhrnná výzkumná zpráva „Využití umělé inteligence pro zajištění kybernetické bezpečnosti Smart City“ (projekt VJ02010016) představuje komplexní odborný přehled metod umělé inteligence aplikovaných v prostředí chytrých měst se zvláštním důrazem na kybernetickou bezpečnost, odolnost a řízení rizik. Dokument reaguje na rostoucí digitalizaci městských služeb, masivní nasazení IoT technologií a narůstající závislostkritických městských procesů na datech, jejichž integrita, dostupnost a důvěrnost jsou klíčovým předpokladem bezpečného fungování Smart City ekosystémů. Pro každou z těchto oblastí jsou diskutovány možnosti využití metod umělé inteligence jak z hlediska funkční podpory městských procesů, tak z pohledu kybernetické bezpečnosti. Zpráva zdůrazňuje nutnost mezioborového přístupu, který propojuje technologickou, procesní a organizační rovinu řízení Smart City. Samostatná kapitola je věnována využití syntetických dat pro zlepšení detekce kybernetických útoků. Systém je koncipován jako nástroj pro podporu rozhodování městských administrátorů, umožňující identifikaci slabých míst, hodnocení bezpečnostních rizik a návrh prioritních opatření s důrazem na transparentnost, vysvětlitelnost a auditovatelnost výsledků.Celkově zpráva představuje ucelený metodický a technologický rámec pro bezpečné, etické a efektivní využití umělé inteligence v chytrých městech. Přínosem je propojení AI metod, syntetických dat, procesního a ontologického modelování do jednoho integrovaného konceptu, který podporuje interoperabilitu, odolnost a důvěryhodnost Smart City řešení. Výsledky projektu vytvářejí solidní základ pro další výzkum, praktickouimplementaci i strategické rozhodování v oblasti kybernetické bezpečnosti a digitální transformace měst.

The report emphasises the necessity of an interdisciplinary approach that integrates the technological, procedural, and organisational levels of Smart City management. A separate chapter is devoted to the use of synthetic data to improve the detection of cyber attacks. The document delineates methodologies for the generation of synthetic data, its amalgamation with existing real data sets, and the repercussions on the efficacy of classification models. The experimental section of this study demonstrates the merits of synthetic data in addressing issues related to imbalanced classes and the scarcity of authentic security data, which is a common occurrence in urban information systems and critical infrastructure environments. A notable element of the report is the Smart City process model, which provides a structured framework for urban organisations to manage their internal processes and data flows. The system emphasises transparency, explainability, and auditability of results.The report presents a comprehensive methodological and technological framework for the safe, ethical, and effective use of artificial intelligence in smart cities. The advantage of this approach is the integration of artificial intelligence (AI) methods, synthetic data, process and ontological modelling into a unified concept that supports the interoperability, resilience, and trustworthiness of smart city solutions. The findings of the project provide a substantial foundation for subsequent research and practical applications.The implementation and strategic decision-making processes in the domain of cybersecurity and the digital transformation of cities.
