Chieftaincy and Political Culture: The Case of Ghana

The question raised in this chapter is whether or to what extent the inherent specificity of Africa, namely the political culture which prevails on the continent, can explain the rather unfortunate if not pathetic position which Africa occupies in the world. Is the legacy of the pre-colonial and colonial past, namely chieftaincy, such that it condems Africa to prolonged lagging behind other continents, or does the march through the torments and suffering of the African purgatory eventually promise a proverbial light at the end of the tunnel? I suggest that an adoption of the consensual decision-making that is typical for chiefdoms in what I call New Indirect Rule would make modern African governance smoother. This would make democracy more acceptable to Africans.
