Bei der Armenfürsorge handelte sich in beiden Ländern um ein System, in dem die Altersversorgung und die medizinische Betreuung nicht zentralisiert und nicht einheitlich für alle gesichert waren. In den böhmischen Ländern als auch in Bayern begann jedoch mit der Aufklärung ein Prozess, der die Bandbreite der Instrumente zur Bekämpfung von Armut maßgeblich verbreitete.n
