    There are many definitions of civil society. The concept of civil society has in itself both normative and empirical-historical aspect, because it is both historical (but forgotten for a long time), as well as an additionally created term that serves to describe the current and historical social and institutional structure that enables society to fulfill utopian goals and expectations. Contribution of Czech or Central European historiography to endless discussion about the search for the definition and content of civil society can thus be characterized two conceptual innovations or findings: 1. The state has always played a significant role to shape this society, especially through legal regulation, political and economic environment, and 2. civil-liberal society originated in Central Europe through the currently built national community, and through this community, sometimes enforced despite the state, if He was multinational, his emancipatory goals, for the main motive Each emancipation is to decide on its own matters, which most effectively happens through state ownership. That is why it is probably the highest one to this day achievement of state independence by every completed civil national society.n
