The Constitutional Debate: A One Man Show? Václav Klaus and the Constitutional Discourse in the Czech Republic

Based on discourse analysis of the Czech Constitutional debate the article underlines following aspects of the Czech debate: 1) shift from substantive towards procedural issues within the ratification period; 2) high level of politization - a relativelylow number of non-political actors involved; 3) polarization and high level of contestation; 4) the Czech euroscepticism, is an effect of both polarization and politization of the debate. The overall political character of the constitutional debate disapproves claims that the voice of the Czech President, Václav Klaus, drowned out all others. On the contrary, the article shows that although President Klaus was unarguably the key actor, shaping and contributing to the Czech Constitutional debate to a great extent, as well as contributing considerably to its transnationalisation, he was clearly not the only and certainly not an uncontested player.
